Comment | Dear Board Members: I support the Cap and Trade Program that you will soon vote on as far as setting a limit that is required to decline each year, and equally important, setting a minimum price on carbon pollution. The mimimum pricing will be a steady signal to help business invest in the best possible technology to clean up industry processes to reduce global warming emmissions. So I strongly support both setting the limit and hdaving it decline each year and establishing the minimum pricing. I think that the program could be significantly strengthened by a requirement that more of the state's largest polluters pay for their global warming emmissions instead of simply giving pollution permits away for free. Large polluters should buy their permits in an auction process. In this way, we can invest in a greener economy and help lower utility costs for low income californians. An auction is legal under Prop 26 which covers fees voted on by the legisalture but does not cover auctions. I hope you will add a requirement to strengthen the program through selling permits at auction for the largest polluters in the state. I believe that you as board members, all the staff and members of the working groups involved in putting togethfer the cap and trade program as well as the legislature and the Governor have done a good job--buying permits at auction instead of giving them for free will make a great program. It will make California's cap and trade program one of the first and best in the country. Thank You, Michael E. Bailey. |
