| Comment | To whom it may concern, Thank you for showing leadership in dealing with global warming. Legislation, though, still needs to be strengthened. In particular, major industrial and corporate polluters should not be given free permits. They must pay for those permits, if in fact, their old ways of doing business will be changed effectively.
