I am proud that California is attempting to address the real and
desperately urgent problem of climate change. While I applaud many
aspects of the plan, especially the clear pricing of permits and
the steadily decreasing limits on allowable emissions, I believe
that the plan is too lax in giving away permits. It should instead,
auction them and use the proceeds to support implementation and
enforcement of the program. Polluters are making huge profits while
costing the rest of us in money and in health.
