I want to thank California officials for taking global warming
seriously and developing a plan to reduce global warming pollution
while at the same time making California a healthier and more
properous place to live.  Establishing clear and definitive
requirements for reducing greenhouse gas emissions will help the
business community to plan their approach to addressing the problem
and to make informed long-term investments in their adopted
strategies.
I encourage the California Air Resources Board to strengthen the
proposed Global Warming Program by requiring the state's largest
polluters to pay for their global warming emissions instead of
giving permits away for free.  These additional funding resources
can be allocated to help California transition to cleaner and more
enery efficient economy.
