Chairman Nichols and Members of the Board:

I am glad that the California Air Resources Board (CARB), is
advancing toward implementing the Global Warming Solutions Act (AB
32).

I am, however, concerned about the number of free pollution credits
for the industrial sector in the Cap and Trade Design.  Please
phase out the free allocation of pollution credits to the
industrial sector.  Studies have shown that the "leakage"claims of
the industrial sector are exaggerated.  Over allocation of free
credits will slow our progress to a cleaner environment.
