Dear CARB: 

   Thank you for taking global warming seriously and developing a
plan to reduce global warming pollution while at the same time
creating jobs and making California a healthier and more prosperous
place to live. 

   Your proposed program will decrease global warming emissions
from the state’s largest polluters and establish a market price on
these emissions. Having a declining limit on emissions and a price
for pollution is good policy and will allow California businesses
time to plan and implement necessary changes.
  
   There should be no free permits available. All permits should be
purchased at auction, with the funds derived used to strengthen the
State's programs constructed to deal with climate change.
