Dear decision makers,

First off, thank you for taking global warming seriously.  Global
warming poses a serious threat to Earth and California.  In
addition to the numerous physical changes documented by the Fourth
Assessment Report of the IPCC, global warming poses a national
security and economic threat as documented by the U.S. Defense
Department and the United Kingdom (the "Stern Report").

I support the fixed (and declining) cap on greenhouse gas emissions
and minimum prices on carbon emissions.  These measures will
encourage companies and individuals to adopt low carbon
technologies.  Furthermore, I encourage you to reduce the number of
free permits granted to the largest polluters.  Free permits
reduces the number of permits available to other sectors of the
economy and reduces incentives for transitioning to a low carbon
economy.
