| Comment | Thanks for developing a plan to reduce global warming pollution. To help the plan succeed, I ask that you make the program stronger by requiring that the largest polluters pay for their emissions. Please require them to purchase permits in an auction. We can then use the proceeds to move toward a cleaner economy and lower energy costs. |
