Comment | My father, Howard Wilcox, a PhD in nuclear physics, wrote the book "Hothouse Earth" in 1975. Thank you for taking this growing problem seriously. I especially appreciate that your proposal sets a limit on carbon pollution that will decline each year, helping businesses make long-term investments to reduce global warming emissions while also creating jobs. However, we should not give any permits away for free. The state's largest polluters should pay for the global warming emissions they generate by purchasing permits in an auction, which can then be re-invested into efforts that will help transition to a cleaner economy with lower energy costs for all Californians. I would like to see a program subsidizing and encouraging solar panels and a couple of batteries at every home and business all hooked into the grid, thus decentralizing power creation, as well as programs encouraging energy efficiency and increased public transit options.
