Thank you for your efforts in making a plan to implement the
earnest desire of the people of California to reduce greenhouse
emissions. Your plan will strongly encourage businesses to invest
in sustainable practices. 

I would like to see your plan strengthened by requiring more of the
state’s largest greenhouse gas emitters to pay for their  emissions
instead of giving them free permits. We could then invest the funds
generated in this way into efforts that will help us move to a more
sustainable economy--for example by such as making homes and
businesses more energy efficient, increasing public transit
options, and developing wind and solar projects in California.
