 I would like to see the program strengthened by requiring a
greater number of the state's largest polluters to pay for their
global warming emissions instead of giving permits away for free.
The voters were clear in their desire to see this law enacted in
letter and spirit, as evidenced not only in its passage but in the
rejection of the oil companies' attempts to gut it last November. I
think that speaks more clearly than any number of letters you
receive in this public comment period, which will undoubtedly be
more well known by the corporate interests than the general
