In past years, I have operated such vehicles and worked in the
construction industry, so I know the field.  With an MBA in
Finance, I am also familiar with the economic impacts of
government regulation.

The benefits of reducing pollution from such equipment are not
only huge but also permanent, both in reduced health costs and in
human suffering terms.

While there are costs to cleaning up these sources, they are much
lower than they could be, due to the existing recent body of
research in reducing pollution from highway vehicles and
stationary sources.  Additionally, by allowing a timed phase-in
with regular rebuild and replacement schedules, the expense will
be not only minimal but also spread out.
