You have the opportunity to reduce the damage done, especially to
children in low income neighborhoods close to industrial areas. 
Respiratory diseases may begin early in life and may manifest
themselves immediately or later, progressively over many years. 
These debilitating diseases have far reaching effects on the
victims, their families, our health system, our labor productivity
- you name it.  It particularly impacts those with the least
resources to manage those difficulties.  

The Air Resources Board needs to regulate those who would put
corporate profits over the rights of people to a healthy
environment.  Reducing the air pollution from construction
equipment is well within our technological capabilities.  Greed
and immorality prevent those responsible from voluntarily cleaning
up their acts.  Strenthening the laws that will protect the health
of Californians is simply the right thing to do.
