I am writing to express my concern at the proposal to set the Tier
1 Plug-In Hybrid ceiling at 10, which would effectively kill the
small businesses that picked up the hybrid/electric ball when
Detroit dropped it. Please consider setting the Tier 1 ceiling to
100 so that the movement towards Plug-In Hybrids, which would
tremendously reduce auto emissions, can continue unhampered by
special interests. CARB should be doing all it can to stimulate and
support the PIH mission and this can be one piece of that puzzle.
