| Comment | Please increase the tier 1 vehicle sales to 100 to allow these small companies a chance to recoup capital and gather significant customer feedback before progressing to the expensive and possibly prohibitive 2nd tier test costs. The market will do enough weeding out of design flaws in this emerging small business group. Investment capital will follow those with the best plans and allow them to afford tier 2 testing.
