California Air Resources Board,

Dear California Air Resources Board, please support the California
Plug In Hybrid conversion industry by raising the Tier 1 ceiling to
100 vehicles up from the currently proposed 10.
My name is Don Messamer I am a 40 Yyear old father of 2 and a
paramedic in Santa Clara County.  I live in Modesto and commute to
Sunnyvale 1 to 3 times per week in my prius.  I intended to convert
my car to a Plug In Hybrid as soon as I can afford to do so.  Some
of the conversions available would enable me to do much of my
driving at home in Modesto on fully electric power.  I could reduce
my carbon foot print by close to 50%.  If the Tier 1 ceiling is
reduced to 10 units this will increase the cost of an already
expensive product and decrease competion and inovation.  Many of
the small start up companies will not have the capital to succeed
in an already difficult economic time.  Please raise the Tier 1
ceiling to at least 100 if not higher.
