| Comment | Please approve the scoping plan with a 11-14 MMT land use target, not the 5 MMT target, which is acheivable with policies California is already considering. The higher targe will send a message that land use reform is a valid and vital tool in the fight against drought, starvation, disease and mass migration that will surely result from global warming if continued.
