We cannot continue business as usual in the land use world and
address the challenges of global warming in California. A shift to
compact development patterns can dramatically reduced vehicle miles
traveled and associated GHG emissions. 

Please set a higher target for the land use sector, raising the
current target to 11-14 MMT of CO2 equivalent. 

Small counties will not be able to change their land use habits
without assistance from the state. I urge you to include a
commitment to technical assistance, funding, and other support to
help local governments comply with the new goals.
