I strongly urge the board to consider approval of AB 32.  How land
is used is a crucial component of reducing greenhouse gases.  We
can no longer afford continuing to use our remaining land in ways
that increase our use of fossil fuels by encouraging use of
automobiles without available alternatives.  Transit is best suited
when dense development is encouraged and people will only walk or
bicycle when the distances are practical.  This will only happen
with careful planning and land use.  Where possible we should
discourage development on agricultural land since there is a
limited amount of arable land available for growing food.
