Comment | Dear CARB Board members: As you well know, we cannot afford to go part way in averting global climate catastrophy. I appreciate your work so far on creating a plan to implement the Global Warming Solutions Act. I believe that this plan needs to be stronger. Please consider the following revisons: -Auction off all emission allowances. Program revenues should go toward GHG reduction programs, such as clean technologies, green jobs, and aid for low-income consumers and small businesses to reduce their utility bills. -Reduce the role of offsets in the Plan. Providing too many offsets encourages continuing emissions in low-income neighborhoods and in defenseless habitats, and weakens the demand for clean energy technology innovation. Limiting offsets will create more clean-energy jobs, stimulating our state’s economy. -Increase the targets for local governments to reduce emissions caused by poorly planned growth that drives up vehicle miles travelled. -Require businesses to recycle their materials. In short order this will save money as well as resources while creating jobs. This is our last chance to save the planet as we know it and we can help California's budget crisis at the same time. Strong CARB policies will reduce air pollution, increase clean-energy jobs, and make for less waste and healthier communities. Thanks again for your work on behalf of clean air for California. |
