First, thanks to CARB for all the excellent hard work put in to the
Proposed Scoping Plan. I appreciate it greatly. 
Here are my suggestions to strengthen the plan even further: 
carbon fees would be a much better system than cap and trade, but
if there is going to be a cap and trade program, it is crucial to
AUCTION OFF Please 100% of the  emission allowances. The money that
comes in from this should go toward developing clean technologies,
creating green jobs, and toward helping   low-income people  and
small businesses   reduce their energy bills.
I’m also very concerned about offsets. It’s nice to reduce
cutting down of forests in other countries, but it should not take
the place of reducing GHG emissions in California. It’s not OK to
keep polluting the poorer neighborhoods in our state and use as an
excuse that we’re planting trees or doing something similar in
other countries. Any offsets should be only a very small percentage
of a polluter’s required emission reductions, and they should be
stringently regulated and monitored.
I would also like to see laws or regulations give make the 
33-percent renewable electricity the LEGAL standard by 2020.
Community Choice Electricity Aggregation should be promoted
strongly.  Please also increase the  requirements for zero waste
and recycling, as well as Extended Producer Responsibility.
Finally, we need more ZEVs! The Scoping Plan currently projects
far too few plug-ins and electric cars.  The technology is there
and we need to promote and use it!
