Dear Board member,

I have just been made aware of some proposals that are in the State
Implementation Plan 2016 (SIP). Specifically, the zero-emission
vehicles (ZEV) standards on forklifts may be difficult for farm
enterprises to justify. Gas/diesel powered forklifts are better
able to function in farmyards or orchards where there may be dirt,
gravel or vegetation. Forklifts may not be used full-time, often
this equipment is used seasonally thus making purchase of a ZEV
prohibitive.
 
California’s businesses are finding regulations difficult to
navigate. Setting new standards on delivery trucks and equipment
used in goods movement will further erode the ability of California
businesses to be successful. Some of the costs may be passed onto
consumers, but certainly not all, chipping away at profitability.

For the State of California to seek stricter engine standards than
what the USEPA requires further erodes the ability of businesses to
stay in this state. I am concerned that farm and construction
equipment, interstate trucks, locomotives, aircraft and marine
vessels will have to comply to stricter standards than what are
required by other states, essentially giving other states a “leg
up” on increased revenue at our expense.

Please consider the health of California’s business climate in all
you consider.
