It is a known fact that people find change hard to deal with. 
Passing a stronger regulation on emissions for diesel trucks is
something that people aren't used to, but that doesn't mean that it
isn't a necessary and essential change.  As a group of people in
charge of air pollution, it is your duty to pass the strongest
regulation possible in order to save lives.  It is obvious to
everyone that the Central Valley has the worst air in the state and
it is about time someone did something about it.  There is only
going to be more people and more cargo moving through the Valley in
the future, now is the time to start regulating the Number 1 source
of pollutants in the Valley: diesel truck emissions.
