I plead for three things.

1.  Please hold car makers to their 2003 promise to deliver 25,000
vehicles starting in 2012.  Don't allow your staff to water it down
90%.  

2.  Create a separate category for plug in hybrids (PIH) with 40
mile ZEV range.  I was shocked at EVS-20 to hear PIHs are treated
under the worst polution mode and not their best mode.  The
rationale was "it is not a pure ZEV" -- ideology was more
important than being tech neutral.  One's ideology is another's
idiot logic.  Fix it.

3.  Reduce the 10 year battery warranty to 5 years but prorated
over 10 years.  Congratulations, you have yet another way to kill
the ZEV.  

If you don't do these things, it will be clear that all the CARB
and its staff have learned from the movie, Who Killed the Electric
Car, is "how easy it is to get away wiith it" again.
