Comment | I am a concerned California citizen and wanted to let the board know that adopting these full ZEV amendments is a mistake and would be overall harmful to the people of California. I very much believe in the ZEV mandates. I think when dealing with new technology and entrenched industry interests, regulations must be enacted to bring about positive change for our state. I do believe that most related transportation and energy companies would prefer not to change the vehicle technology if it were up to them. But we know that big changes must happen in our state and in our country to improve the efficiency of vehicles and also to reduce air pollution in our cities. In regards to these proposed changes. I really do think we should stand firm with the initial ZEV regulations, as that is the only way to move our state forward in terms of a cleaner and more efficient vehicle fleet. I also acknowledge that this transition can not happen overnight and will take a bit of time. But delaying the transition will not help anyone in the end. I would support loosing the regulations for IVM's by allowing them to produce a mix of ZEV and TZEV vehicles. I do see TZEV's as moving us forward towards our goals, although not as much as pure ZEV's. I DO NOT believe that the ZEV limit should be reduced to 0. There should be at least a small amount of baseline ZEV's produced, and the remaining can be TZEV if the IVM chooses. I also feel very strongly that the overall ZEV/TZEV vehicle numbers should not be reduced from the initial ZEV regulations. Looking at Table 3 in the Staff Report, I see the Total Change (ZEV + TZEV) reduces the number of advanced vehicles substantially. I strongly disagree with this direction. At the minimum, the IVM's should at least produce the same number of advanced vehicles, even if they are only TZEV. Reducing that number, just is going to make it harder for them and for our state to clean up the air and improve vehicle efficiency. So in summary, I would ask the ARB to reject these proposed Amendments. While I would support allowing the IVM's to partially shift their required vehicle numbers from ZEV's to TZEV's, I also think this is a bad idea and just makes it more difficult in the future to meet our air pollution goals. The people of California should not have to breathe the polluted and unhealthy air that we do. It's just wrong and it can be avoided. The technology already exists to clean up our air, and to have a cleaner vehicle fleet. As we start to shift to that technology it will become cheaper and it also offers us opportunities to create new jobs to further develop this new technology.
