RE: Investment plan for cap-and-trade auction revenues

Dear Chair Nichols:

As an advocate for building healthy communities,  I would like to
express my strong support for using cap-and-trade revenues to
efficiently provide transportation and housing choices that allow
Californians to reduce household costs.  By building communities in
which housing, jobs, services, and recreation are reliably and
conveniently accessible by foot, transit, and bicycle, we can
reduce the cost of living while enhancing community health.  Please
invest cap-and-trade auction revenues in pedestrian and bicycle
facilities on which people can rely for year-round, 24-hour
transportation, and for efficient public transit.  

Implement clear accountability, and performance based standards. 
Do not use cap-and-trade funds for recreational trails that fail to
meet the needs of Californians for reliable year-round, 24-hour,
all-weather transportation to and from work and other essential
destinations.  Do not allocate cap-and-trade funding to high-speed
rail, but allocate instead to lower-cost, higher-benefit public
transportation improvements, and energy-efficient community and
building designs.  

When people are priced out of homes near job centers and
high-quality transit hubs, they must drive long distances to work. 
As a resident of El Dorado County, I am especially conscious of the
need to provide housing and transportation options that are
affordable to low and moderate income households, and am involved
in local efforts toward this goal.  Please provide a sound state
framework for moving money to the local level.
