Subject: Rewarding Efficient Facilities

As ARB constructs the Cap and Trade program, GPI hopes that the program will reward facilities that are efficient and perform well under the cap with allowances. In this way, high performing facilities will receive allowance assets that can be sold to other covered entities. We think the receiving and tradability of allowances is a strong motivator for creating the cleanest facility one can have; and we hope ARB bears this in mind as it constructs the program and evaluates different options such as the allowance reserve.
