Dear Chairman Nichols and Executive Officer Goldstene: On behalf of 3Degrees, I am pleased to submit the following comments on the ARB Preliminary Draft Regulation for a California Cap-and-Trade Program (See attached). 3Degrees is eager to engage with the ARB to help form policy that achieves AB 32’s GHG reduction goals at the minimum cost to our state.
