Subject: Comments re: Update to the AB 32 Scoping Plan

The American Chemistry Council’s (ACC) Plastics Division is pleased
to submit these comments on the California Air Resources Board’s
discussion draft to update AB 32.  The goal of reducing greenhouse
gas emissions is an important one, and we hope to provide helpful
comments and insights to the Board in both these written comments
as well as later in the public comment process.  

ACC sponsors educational and outreach programs to improve plastics
recycling and recovery.  Environmental policy is a critical issue
for the business of American chemistry and we are pleased to
participate as stakeholders in this important activity. 

We do not here comment on all the areas presented in the Draft. 
Our primary purpose in commenting is to emphasize for the Board
that plastics play a critical role in reducing greenhouse gas
emissions in several key areas, and to explain how enhanced
recycling and recovery of plastics could provide additional
greenhouse gas emissions reductions in the state.
