I would urge you to consider investing Cap-And-Trade Auction Proceeds in cycling infrastructure. Transportation is a huge generator of carbon, and it is hard to find a lower carbon alternative to serious transportation. In addition there are tremendous health benefits to cycling. In much of California, cycling is a year round alternative, especially for the majority of trips which are short distance. Compared to vehicles, bicycle infrastructure is very cheap with a big bang for the buck. For all these reasons, a small investment in promoting cycling can have a very large carbon impact.
