     Re:      Recommend ARB to revise implementation timeline for
diesel fuel pool to include more aggressive decreases in carbon
beginning in 2010.

I am a former City Councilman as well as former Chairman of the
Planning Commission here in Santa Monica California. I created the
first Santa Monica Alternative Fuel Policy for our city in 1992.

I currently serve as an Environmental Programs and Policies
Director for a company in the Los Angeles area that has a fleet of
trucks running on B99.9 Biodiesel legally made from recycled
cooking oil. By using a locally secured and manufactured waste
product, this company is substantially reducing green house gasses.
Further, the company is reducing California's dependency on foreign
fossil fuel.

Our company has become a model for other fleets who also want to
make a significant reduction in air pollutants while at the same
time supporting the California economy. Biodiesel produced in
California from various feedstocks is a great opportunity to make a
significant ecological contribution while at the same time
providing jobs and a much needed stimulation to our California
financial situation.

The Biodiesel industry in California is on the rise and capacity
to produce the product grows every month. Plants on coming online
at a rapid pace and more are planned. But the State needs to more
much more aggressive in facilitating this expansion. I strongly
recommend ARB to revise the implementation timeline for the diesel
fuel pool to include more aggressive decreases in carbon beginning
in 2010.
