The Asian Pacific Environmental Network (APEN) is a strong supporter of AB32, but oppose the offsets program being developed by California. We need direct emissions reductions from GHG pollution, not market schemes for polluters to avoid their responsibility to emissions reduction. We ask you to cancel the Rice Cultivation Projects Compliance Offset Protocol and all existing and proposed Compliance Offset Protocols under the Cap-and-Trade Regulation. We signed the No REDD Rice Manifesto, signed by over 125 organizations from 30 countries, who reject rice cultivation offsets and using our food for carbon credits: http://no-redd.com/no-redd-rice-manifesto-no-wto-no-redd-no-to-using-rice-for-carbon-markets-2/. Offsets are a false solution to climate change and must be excluded from California’s Global Warming Solutions Act AB32.
