To Governor Jerry Brown; To the Chair and members of the California Air Resources Board; The No REDD Working Group writes to respectfully request that you cancel the Rice Cultivation Projects Compliance Offset Protocol and all existing and proposed Compliance Offset Protocols under the Cap-and-Trade Regulation. Carbon offsets and carbon trading are false solutions to climate change and must be excluded from California’s Global Warming Solutions Act AB32. Offsets are a cynical emissions shell game at the service of polluters and financial speculators that do nothing to address global warming. Do not use our rice for carbon trading. Rice is food not an offset. California must cut GHG emissions at source. There is no alternative. Furthermore, you must stop allowing Shell to supposedly offset its Martinez refinery with Michigan's forests. You must also stop negotiating buyer or seller liability of forest carbon offsets with Chevron. CARB: Get out of bed with California's worst polluters and down to the work of transforming California's dependence on fossil fuels. We want real action now. The No REDD Working Group
