Comment:
The California Air Resources Board should propose for A.B. 32: 1) Include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2) Require California's local air districts to develop ISRs to control emissions from new developments. 3) Recommend that the state immediately adopt a 33% RPS by 2020.
