Dear California EPA, Please include in the you're program a well defined cap and trade program to limit the pollution from the California's largest sources. I support the preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. We also need an "Indirect Source Rule" (ISR) to control emissions from development projects such as construction. This will limit these project's impacts. This rule could be enforced by local air districts for better adherance. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I would like to see a bold initiative to increase our renewable sources such as solar, wind, and biomass production of energy to 35% or more by 2020. I know this is huge, but the costs of not doing this could be much higher. Sincerely, Dan McCormack
