As a California resident, I feel that our state needs to take strong measures to fight global warming. As CARB is designing the blueprint for the A.B. Scoping Plan, please keep the following in mind: 1.We need a well-designed cap-and-trade program. 2.We need an "Indirect Source Rule" (ISR) to control emissions from development projects. 3.We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state.
