Dear Mary Nichols, the Board of Chair: The following three issues are so important to California's future and to our groundbreaking efforts to fight global warming: 1. We need a well-designed cap-and-trade program. 2. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. 3.
