I feel it is essential that CARB address the following issues in the "A.B. 32 Scoping Plan" currently under development: A well-designed cap-and-trade program - CARB should include as many sources as possible in a cap-and-trade system. I agree with your projection that 80% of California's global warming pollution should be under a cap-and-trade system by 2020. An "Indirect Source Rule" (ISR) is needed to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I agree that the state should immediately adopt a 33% RPS by 2020.
