3 Critical Ways California Can Fight Global Warming: 1) CARB should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2) CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3) We support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
