   Dear Madam or Sir:  This is of utmost importance to the future
of California, the world, and all it's inhabitants.  If anything,
I think that 30% reduction in pollution is weak/insufficient, but
if this is where we're starting, here is my input:

1.We need a well-designed cap-and-trade program. CARB should
include as many sources as possible in a cap-and-trade system. We
support CARB's preliminary thinking that 80% of California's
global warming pollution should be under a cap-and-trade system by
2020.
  
2.  CARB should require California's local air districts to
develop ISRs to control emissions from new developments.

3.I support CARB's preliminary recommendation that the state
immediately adopt a 33% RPS by 2020.  If anything, this should be
the minimal goal.
