We need a well-designed cap-and-trade program to limit pollution from some of California's largest sources. Along with other members of the Environmental Defense Fund, I suggest CARB includes as many sources as possible in a cap-and-trade system. It is clear an "Indirect Source Rule" (ISR) is needed to control emissions from development projects. We need an increasing percentage of all energy sold in California be generated from renewable sources (solar, wind, biomass, etc). California's current RPS target is 10% by 2010. Without you setting the standards, what will be done will be far too little and too late. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
