The scoping plan should contain: - a well-designed cap-and-trade program. CARB should include as many sources as possible in a cap-and-trade system. - an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. - a new Renewable Portfolio Standard (RPS) to increase clean energy in our state to at least 33% by 2020.
