I am writing to relay my feeling about our need to push forward on air quality issues. Cap-and-trade should include as many sources as possible. We also need an "Indirect Source Rule" (ISR) to control emissions from new development projects as well as a requirement that a percentage of all energy sold in California come from renewable sources.
