Dear Chair Nichols, I am writing to tell you how important I believe the following three issues are to California's AB 32 Scoping Plan: 1. We need a well-designed cap-and-trade program: CARB should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2. We need an "Indirect Source Rule" (ISR) to control emissions from development projects: CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state: Please support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
