Please ensure the scoping plan includes at a minimum: 1) a well designed cap and trade program 2) an indirect source rule 3) a 33% RPS standard by 2020 AND 4) energy efficiency targets equal or greater in scale to the RPS requirement The details are particularly challenging for all these requirements but in principle and practice they MUST be included and are supported by the best research in science, economics, engineering, and public policy. Deliver a scoping plan that will change history. We are all expecting this. Eric
