It is at least feasible that California will achieve GHG reductions faster than anticipated. My suggestion is that ARB build in the ability to increase the aggressiveness of the cap if GHG reductions occur faster than anticipated—as the result of breakthrough technologies or other unforeseen advances. (This cap could only come down, never go up). This reevaluation could be triggered at a certain point in the market—for example when the price of offsets dips below $30 per ton CO2e. (This figure is chosen because the suggested price per ton of CO2e under the fee system is $10-50.) ARB (with WCI) might also consider a minimum price for offsets.
