Please include the following in California's groundbreaking efforts to fight global warming: Please include as many sources as possible in a cap-and-trade system, and please require California's local air districts to develop ISRs to control emissions from new developments. I also request that you recommend that the state immediately adopt a 33% RPS by 2020. Thank you, Jane Paneitz
