Subject: Concrete ways to curb global warming pollution in California

Dear Chairperson Mary Nichols and others on the California Air Resources Board: I am writing to voice my support for the plans to curb global warming pollution in California, and stress the importance of three key elements: 1. We need a well-designed cap-and-trade program that includes as many sources as possible. I support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2.We need an "Indirect Source Rule" (ISR) to make sure that the less obvious pollution from construction (such as vehicle traffic to bring supplies and workers to the site) is counted in emissions estimates, and mitigated. CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3.We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020. Sincerely, Helena
