These three issues are to California's future and to our groundbreaking efforts to fight global warming: We need a well-designed cap-and-trade program. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020. Thank you.
