Message to Board's chair, Mary Nichols Regarding A.B. 32 Scoping Plan. Please consider the following important issues: - We need a well-designed cap-and-trade program. - We need an "Indirect Source Rule" (ISR) to control emissions from development projects. - We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state.
